The French Red Cross (CRf) and the Cameroon Red Cross (CRC) are humanitarian associations, auxiliary to the public authorities, which provide aid and assistance to vulnerable people.
Since 2010, the French Red Cross (CRf) has been present in Cameroon and intervenes in the areas of health, nutrition and food security and livelihoods (SAME) in the East and South regions. ‘Far North.

Presentation of the position
Job Purpose/Summary.
Placed under the authority of the Head of Delegation and in functional contact with the Program Coordinator and the project managers, the SERA Officers of the sub-delegations and the Heads of sub-delegations, the National SERA Manager reinforces the program teams of the delegation.
He participates in programming, develops and manages the monitoring and evaluation system, coordinates and supports reporting to donors and headquarters and ensures the implementation of 360 accountability and learning mechanisms.
Position location
This position is open to people with the required profile and the successful candidate must reside in Yaoundé by his own means; it is therefore not subject to relocation. The candidate selected at the end of the recruitment process cannot therefore claim the status of relocated employee.
Responsibilities
Support for programming and planning:
- Support and coordinate the planning of SERA’s activities and system at the delegation (strategic) and project levels
- Participate in the design of new project proposals and in support of needs assessments;
- Participate in the planning of monitoring and evaluation surveys for the total duration of the projects
- Participate in the planning of accountability activities, particularly with beneficiaries, partners and donors, and learning and capitalization activities.
- Ensure that budget proposals take into account the costs associated with the resources needed to carry out SERA activities.
Technical and methodological support for the implementation of a Monitoring and Evaluation system for each project and for the delegation:
- Coordinate and support the project teams in the implementation of monitoring and evaluation plans for each project respecting the CRf quality markers, and at the delegation level;
- Coordinate at the delegation level the various evaluations or surveys to be carried out and provide technical support for their implementation with the Project Managers (Support for monitoring evaluations respecting OECD-type quality criteria; Support for methodologies and survey methods; Support and training of surveyors and NS)
- Support the people in charge of M&E to ensure the quality of the data collected, their processing and their analysis;
- Support, in conjunction with the project teams and the Program Coordinator, the monthly monitoring of activities in the field and the updating of the monitoring of indicators in order to monitor the level of project execution, the challenges and difficulties encountered in the field;
- Support the configuration of the operational monitoring tool (OSO) in collaboration with the Project Managers and the Desk Assistants and the headquarters technical referents;
- Support Project Managers in the management of their operational databases;
- Strengthen the capacities and knowledge of the CRF’s project teams and operational partners (SN) and improve best practices in monitoring and evaluation (for example, organization of data collection training on Kobo, etc.).
- Support for the development of tools adapted and harmonized with the monitoring-evaluation system (tools, databases, survey questionnaire frameworks, ToR types for mid-term or end-of-project evaluation, report framework, etc.)
Ensure the implementation of mechanisms for reporting and managing complaints from projects and the delegation
- Ensure the sharing of information on the progress, the objectives of the project… with the beneficiary populations to allow their participation in the
- planning and facilitating their decision-making in the implementation of projects;
- Identify the existing accountability mechanisms (at the local level, of the various partners, SNH, etc.) and implement a mechanism for reporting information and managing complaints adapted to the populations and the context of intervention, in coordination with the SNH;
- Support project managers in the identification and implementation of harmonized tools adapted to the context for the collection and processing of information and complaints,
- Contribute strongly during the drafting of proposals to the integration of feedback mechanisms and complaints management in each project,
- Identify appropriate and reliable channels for collecting and processing information/complaint feedback,
- Ensure timely processing of such information/complaints and decision-making at Delegation level.
Ensure the implementation of a learning mechanism
- Participate in the learning and capitalization process at the level of the various projects and at the overall level of the delegation: ensure good practices for the regular archiving of documents resulting from the projects (electronic or paper, photos, video, etc.), organize feedback (RETEX), organize training to appropriate good practices and lessons from previous projects, identify intervention methods not to be repeated, organize mid-term and end-of-project workshops, etc.;
- Ensure and coordinate among Project Managers and Coordinators the dissemination and dissemination of recommendations and the use of knowledge acquired, in particular through their integration into new projects (setting up a writing workshop for joint projects between technical teams, project launch workshops, etc.).
Qualifications and experience
Diploma / Level of study:
- Hold a 1/2 master’s degree in project management, human sciences, statistical analysis, monitoring & evaluation.
- Perfect mastery of project management concepts and tools
- Experience in managing and coordinating projects in different sectors of intervention (if possible in health and/or DRR)
- Experience at SERA functions
- Knowledge of donor rules and requirements concerning the SERA approach – Experience and/or knowledge of communication is an asset.

- Mastery of the computer tool (complete autonomy on Word and Excel at least, database and other Kobo data collection tool)
