OBJECTIVES OF THE PROGRAM
Country Office Administrative Support Units (CSUs) have been established in the organizational structure for a number of reasons, including: providing support to managers and staff to enable them to fully exercise their responsibilities in the GSM environment; ensure compliance with WHO policies, procedures, rules and regulations in all transactions or for all administrative and financial matters, within the context of an enterprise resource planning (ERP) system
Description Of Duties
Under the supervision of the Administrator in charge of Operations, the Logistics Assistant provides technical support to program managers and staff members in the execution of transactions in the GSM, in the following areas: Logistics and inventory management Assist in coordinate and monitor the needs of the offices, in liaison with the units concerned; Initiate correspondence for requests for import authorizations, exemptions and emergency removals of medical and non-medical inputs, materials and equipment and ensure follow-up Initiate and carry out duty-free duty-free duty-free exemption requests requests for special import authorization Ensure the process of the actions of collection of parcels in customs Picking stocks for beneficiaries Being responsible for the storage warehouse and ensuring the monitoring of the state of conservation of stocks in optimal conditions and according to standards; Track stock movements in the store Ensure weekly updating of stock sheets and report Regularly inform the Focal Point on stock levels and status; Monitor the annual inspection process and insurance policies for all office vehicles; Provide logistical support for the distribution of inputs in the districts, the implementation of activities, meetings and field missions Purchasing management Assist in the procurement forecast; Assist the country office in the development of procurement forecasts. Based on the procurement forecast plan, the Assistant provides support for the execution of related procurement activities and may participate with or instead of the line manager in meetings with suppliers or program units; pre-qualification process and registration of suppliers in the GSM; Make requests for price estimates for items / services not listed in the WHO standard product catalog; If the prices of the items are not available, or if the If the item is not in the GSM nomenclature, the requester initiates a price estimate request in the GSM and the Assistant submits it to the program manager and assists in the ensuing RPE process; records and archives requests for price estimation of goods and services not yet included as items in the bill of material; assists the program manager in sourcing suppliers for the goods or services required and ensuring that all details are available and recorded in the GSM . In the event of a service request, price estimates are required for the services and include details such as the services requested, the budget required and the dates when the services are to be provided. Initiate or revise purchase requests for goods and services ;Ensure that the list of selected contractors/suppliers is sent for registration; Propose to the country office or help it to accept the most economical offers, with supporting documents. In the event that external services are requisitioned, the Operations Assistant assists the program or unit manager in reviewing the service request based on WHO policies. Required Qualifications
Education
Essential : Complete secondary cycle (Baccalaureate) followed by training in a technical field applied to Logistics
Desirable : – Training in the field of general administration or supplies would be an asset. – Proven writing skills and editing. Essential
Experience
: At least 5 years of practical and relevant experience in the field of logistics and inventory management with a good knowledge of the rules, regulations, procedures and practices that apply to the tasks to be performed. Desirable
: Significant work experience in a similar field within the United Nations system or multiple partners, NGOs would be an asset.

REMUNERATION
WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at XAF 9,166,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave .
