For its Human Resources department in Yaoundé, FAIRMED is recruiting a Human Resources Manager

FAIRMED is an international development organization headquartered in Bern, Switzerland. It has been working in Cameroon in the field of health since 1959.

A- Main mission and expected skills

Under the supervision of the Country Representative, the Human Resources Manager is responsible for finalizing the human resources policy of FAIRMED Cameroon, coordinating its implementation and deployment in all areas in order to provide optimal support to projects. . Ensure the proper management of Cameroon’s human resources and provide support to neighboring countries.

Most of the activities will take place in the city of Yaoundé, however, missions outside the city are to be considered and in this case, they will be framed by the procedures in force.

The Human Resources Manager must have the following skills:

– Have organizational, analytical and synthesis   skills

– Have a sense of initiative and anticipation   

– Be able to work in a team and independently

– Be able to work under pressure   

– Have good communication    skills – Have a

sense of objective and constructive criticism

– Take into account gender approaches, PEAHS…

– Have a strong orientation towards results, the search for excellence

– Promote the spirit of high performance;

– Communicate in a style that inspires trust, respect, professionalism, – Know how to forge the credibility of the organization and FAIRMED employees; – Be discreet, flexible and hold to professional secrecy.

B. Main Responsibilities:
Responsibility 1: Contribute to the definition of the strategy of FAIRMED Cameroon

The Human Resources Manager is responsible for:

➢ Developing a human resources strategy for the country

➢ Making human resources data available to other departments in order to facilitate the establishment of the country strategy

➢ Advise other departments on their human resources needs
Responsibility 2: Supervise the administrative management of Human Resources and remuneration

The Human Resources Manager is responsible for:

➢ Define and implement administrative procedures in accordance with social legislation, the FAIRMED foundation and donor funding guidelines  

➢ Ensure the quality of tools used for personnel administration and remuneration, reliability and transparency of data

➢ Ensure compliance with FAIRMED’s contractual obligations vis-à-vis its employees.

➢ Supervise the recruitment, drafting, monitoring and termination of employment contracts for local employees and consultants

Responsibility 3: Ensure the recruitment and training of all employees and the promotion of career development

The Human Resources Manager is responsible for responsibility for:

➢ Follow fair and transparent procedures for recruitment, as well as access to training, promotion and internal mobility, in accordance with legal requirements and FAIRMED guidelines

➢ Implement the FAIRMED internship policy and the implement

➢ Use all means of human resources management to seek suitable candidates for vacant positions

➢ Coordinate the process of recruiting new staff and consultants in collaboration with the requesting departments

➢ Provide employees with the means to acquire the skills necessary to the performance of their duties

➢ Ensure that all employees have access to the formal annual appraisal meeting (or meetings), that these meetings are of high quality and that they take place on the scheduled date
Responsibility 4: guarantee a coherent organization of work and develop a allowances and benefits policy   

The Human Resources Manager is responsible for:

➢ Implementing the job classification grid of the FAIRMED foundation and ensuring that it is consistent with the organization charts of the mission

➢ Developing a national policy remuneration, apply the salary scale, guarantee that the remuneration systems are fair, consistent with the cost of living and the legislation in force.

➢ Ensure that all local employees are covered by the social protection system (Health insurance and CNPS)
Responsibility 5: Implement collective rules and internal communication

The Human Resources Manager is responsible for:

➢ Implementing FAIRMED regulations (internal rules and employee social agreement) adapted to the local context and local legislation

➢ Establish staff representation bodies, consult and inform local employees through these staff representatives, in accordance with the relevant social legislation

➢ Provide accurate information to all employees regarding FAIRMED’s organizational chart and its organizational regulations (FAIRMED employee’s internal rules and social agreement)

➢ Encourage non-offensive internal communications both on general and Resource topics

➢ Ensure staff security management Responsibility
6: Promote and ensure collaboration and coordination in human resources with FAIRMED partners

The Human Resources Manager is responsible for:

➢ Participating in the selection process of partners and validate the analysis of identified human resources risks

➢ Define with the partners the modes of human resources management within the framework of the joint projects

➢ Develop the aspects of Human Resources in the conventions and partnership agreements of FAIRMED.
Responsibility 7: avoid and manage cases of fraud and corruption

The Human Resources Manager is responsible for:

➢ Ensuring the implementation of FAIRMED policies and texts: Gender, HR, PEAHS,

Internal Regulations, code of good conduct and anti-corruption charter,  

➢ Identify the risks of fraud and corruption in its area of ​​expertise and put in place preventive and control mechanisms

➢ Make colleagues aware of the risks concerning fraud and corruption Additional tasks:

Perform all other activities contributing to the smooth running of the HR department and FAIRMED.

A. Qualification and experience:

1. Training:

– Hold a university degree at bac+4 level in Human Resources

Management, law, human sciences or any other equivalent diploma

– Have a very good command of computer tools

– Have a very good level of French or English and a good ability to work in the other language.

2. Professional experience

– Proof of professional experience of 4 to 5 years in a similar position

– Have an experience of at least 3 years in an international organization | © http://minajobs.net/

– Have usual practical experience of IT tools and software for HRM, office and electronic communication

3. Required qualities

– Have a very high sense of confidentiality, rigor, pragmatism

– Have a good system of communication, information feedback

– Have very good interpersonal relational skills

– Have very good organizational skills

– Have a very great strength of proposal – Have a team spirit
