Purpose of the position : Ensure the administrative follow-up of the national staff and participate in the achievement of the objectives of the Human Resources department.
Diploma / Level of studies:
- Bac + 2 in law, management or HR
- Have 1 year of experience in the management of human resources of humanitarian projects;
- Mastery of the office environment in particular Word, Excel, Powerpoint, knowledge of HOMERE software is an asset;

Main tasks :
Mission 1: Contribute to the organization of the recruitment and departures of employees:
Tasks :
- Write job offers and have them validated by their supervisor;
- Screen applications and forward to supervisor
- Organize recruitment tests (summons, call, room reservation, monitoring);
- Participate in interviews for the recruitment of new employees
- Prepare employment contracts and have them signed by the TC;
- Welcome and inform new employees on administrative and HR issues;
- Collect all the necessary personal information and ensure that each new employee signs their contract, their job description, their mission order, the social status, the internal regulations and the ACF Charter before starting to work;
- Prepare the ACF card for new employees and update the list of equipment provided with the logistics department and the recruiting department;
- Write the letter and send the contracts in 03 copies to the Delegation of Employment and Vocational Training;
- Prepare all information necessary for the calculation and payment of the balance of any account;
- Recover the equipment loaned by ACF before the payment of the balance of any account;
- Write the letter and send the end of contracts to the Delegation of Labor and Social Security
Mission 2: Participate in the administrative follow-up of the base’s human resources
Tasks :
- Establish employment contracts
- Follow up on the filing of all individual employee files
- Keep a dashboard of the end dates of the contracts of the employees of the base and send it to the administrator
- Assist the HR manager in internal communication on HR issues and conciliations with employees;
- Prepare badges for new staff
- Track salary advances
- Participate in general meetings with employees and write minutes
- Participate in the election of staff representatives and in the various meetings
- Preparation of documents related to the payment of social charges and employee tax
- Facilitate the administrative support of the Kousseri base with external partners
Mission 3: Update the files of national employees :
Tasks :
- Check validity and file documents in personnel files, and claim missing documents
- Implement management tools (holidays, absences, discipline, etc.) to allow staff monitoring;
- Update and maintain the HR database with personnel information;
- Photocopy and scan all requests for days off, overtime, loans and salary advances and file them in personnel files;
- Participate in the development of the annual evaluation plan and the training plan and follow up;
- Check that all employees are registered and have a complete file for health insurance;
- Collect health insurance reimbursement records;
- Participate in the drafting of the Base’s monthly HR activity report.
Mission 4: Prepare the monthly payroll
Tasks :
- Update Homer and receive the related parameters;
- Participate in the preparation of the cash forecast;
- Prepare all payroll documents and request missing information;
- Enter the variable payroll elements in the HR database and send them to the HR manager;
- After validation of the pay by the coordination, edit the payslips and have them signed by the CT;
- Send pay slips to staff for signature, collect them and send them to accounting;
- File the copies in the binder.
Mission 5: Staff management
Tasks :
- Track the work time of cleaners and the cook;
- Assess the needs in terms of equipment at the office and Guesthouse level;
- Train and support the team on new management tools for the office and the Guesthouse;
- Make assessments of household staff (Cleaners and cooks)
- Evaluate the level of performance of the team through the information collected from expatriates and employees.
Gender approach:
- Commit to respecting and applying ACF’s gender policy;
- Integrate the gender approach into activities;
- Contribute to a work environment that takes into account the specificities of each other and avoids any discrimination;
- The employee must follow at least one training course on Safeguarding, respect ACF’s Safeguarding-PSEA policy, ensure that it is respected and apply it for the duration of their contract.
