CONTEXT AND RATIONALE:

The Commission of the Economic Community of Central African States (ECCAS) is the executive body of the regional economic integration instrument in Central Africa. Its constitutive treaty of October 18, 1983 was the subject of a revision signed on December 18, 2019 and ratified to date by all 11 countries of the sub-region. It covers all the activities of public institutions, private companies, civil society and the populations of the region in an integral dynamic perspective based on five pillars: peace and security; common market ; environment and natural resources; land use planning and infrastructure; gender and human development. Economic Growth,

Humanity is facing one of the crucial challenges of the present times, namely climate change and the degradation of earth resources, which threaten the living environment of man and undermine the economic development efforts of countries, especially those developing countries.

To deal with this crisis, under the aegis of the United Nations, three major environmental conventions were adopted in 1992 in Rio de Janeiro, Brazil, including the United Nations Framework Convention on Climate Change (UNFCCC ), to which all the member states of ECCAS[1] have adhered. Each of these States is making efforts to implement it. In view of the constantly growing threats and to strengthen climate action, the parties to the UNFCCC adopted the Paris agreement in December 2015, which, unlike the Kyoto Protocol, is binding on all parties that sign on to it. commit, through a Nationally Determined Contribution (CDN), called to be renewed and be more ambitious every 5 years. It was indeed this exercise that had just been engaged in.

with a view to supporting Member States in setting up comprehensive and sustainable MRV systems and encouraging exchanges of experience between States. It aims to:

1. Create a center of expertise for climate action transparency
2. Assess the needs and priorities of each country
3. Build capacity in the Congo Basin
4. Create a network of national experts and officials
5 Disseminate tools and guidelines to support transparency
6. Support resource mobilization

This Hub is a collaborative approach involving the countries of the Congo Basin and various institutions and technical and financial partners supporting the Transparency of Climate Action.

For the management of this new initiative in Central Africa, the ECCAS Commission has created a Coordination and Management Unit of the said Hub based at CAPC-AC in Douala, Cameroon. As part of the constitution of the staff of this unit, it is planned to recruit a Head of Programmes.

As such, the Project Coordination and Management Unit invites motivated nationals of ECCAS Member States to submit their application for the position of Head of Programmes.

OBJECTIVE :

The objective is to develop, manage, implement and carry out the programs in order to generate results focused on the achievement of the objectives of the Hub, according to the rules of the art and especially according to the requirements in terms of planning and monitoring. programs.

MISSION :

The Programs Officer is responsible for the development, planning and monitoring of the Hub’s programs, with a priority focus on the development and implementation of the Hub’s programs. To this end, he must:

  • Develop, manage, implement and carry out the annual work programs of the platform;
  • Develop, maintain and share a clear understanding of country transparency outcomes and country transparency development needs;
  • Stimulate the continuous improvement of the competence, consistency and motivation of the hub team and the wider expertise;
  • Establish and maintain a broader pipeline of development needs transparency for donor support;
  • Technical reports on the progress of the annual work plan and pipeline of donor and country transparency and engagement development needs;
  • Maintain and communicate a strong and clear understanding of transparency requirements and priorities under the Paris Agreement;
  • Develop, maintain and motivate national thematic expertise by providing support for the development of national teams of thematic experts capable of producing national results and engaging with decision-makers with the support of the center;
  • Facilitate the engagement and contributions of international consultant teams when necessary and possible;
  • Participate in the recruitment and management of technical expert missions funded by the hub;
  • Identify and share good practices and lessons learned, training materials and transparency tools from transparency within and outside the region;
  • Provide feedback to managers on your own level of engagement in the work of the hubs;
  • He (she) will work under the hierarchical responsibility of the Hub Coordinator and in close collaboration with the Monitoring and Evaluation Manager of the Environment, Natural Resources, Agriculture and Rural Development Department of ECCAS, so as to ensure that the development, planning and program implementation integrates that of the Department and the Commission.

DETAILS OF THE MISSION:

Under the supervision of the Hub Coordinator, he/she is responsible for the Hub’s programs and ensures their planning and implementation.

As such, he/she performs the following activities:

  • Support the Coordinator in the day-to-day management of the Hub’s program and activities.
  • Support the process of designing national work plans and regional activities.
  • Support the coordinator in effective coordination and communication between partners working in the hub programme/projects.
  • Develop, maintain and share a clear understanding of in-country transparency outcomes and in-country transparency development needs, including the development of laws and governance structures, expert pools, data flows , management systems and tools, as well as engagement and communication with stakeholders.
  • Drive the continuous improvement of the competence, consistency and motivation of the hub team and wider expertise – Ensure hub staff members and contributing expert teams are engaged and motivated to think and work proactively for the hub and for transparency in the region. Collect team engagement feedback regularly and act on it. Strive for high results on engagement.
  • Establish and maintain a broader pipeline of development needs transparency for donor support. This will include a compilation of transparency-related development needs for the region and for each member country. It will also include understanding and mapping the activities and commitments of other donors to determine contributions, avoid duplication and maximize synergies in building transparency capacity.
  • Technical reports on the progress of the annual work plan and the development needs pipeline of transparency and donor and country engagement. Coordination of progress reports to ECCAS and ICAT.
  • Maintain and communicate a strong and clear understanding of transparency requirements and priorities under the Paris Agreement, including requirements for capacity building and for reporting to the UNFCCC, e.g. Articles 6, 13, 12, etc
  • Develop, maintain and motivate national thematic expertise – Support the development of national teams of thematic experts capable of producing national results and engaging with decision-makers with the support of the centre.
  • Develop, maintain and motivate regional thematic expertise – including the development of a pool of thematic expert trainers available to support and train national teams.
  • Facilitate the engagement and contributions of international consultant teams when necessary and possible.
  • Recruitment and management of technical expert missions financed by the hub.
  • Identify and share good practices and lessons learned, training materials and transparency tools from transparency within and outside the region.
  • Provide feedback to managers on your own level of engagement in the work of the hubs. Identify areas that would increase engagement and improve results.

CANDIDATE PROFILE:

The candidate for the position of Program Manager must have an engineering or university education (Master or Doctorate) in environmental sciences, climate change, forestry or geography, meeting the criteria and references below:

  • Have at least 5 years of experience in technical and operational support for programs, preferably in the Congo Basin;
  • Excellent project and program management skills.
  • Good understanding of the UNFCCC process and its Paris Agreement, transparency and sustainable and economic development programs in the region.
  • Excellent stakeholder engagement skills, including managing inputs and contributions from a range of different people.
  • Good experience in mobilizing financing and setting up projects
  • Good understanding of monitoring and evaluation systems and processes and ability to develop and adapt monitoring and evaluation systems and tools.
  • Good understanding and awareness of recruitment processes and the development of terms of reference.
  • Good understanding of knowledge sharing systems, tools and approaches.
  • Have the ability and predisposition to work in a multicultural team
  • Fluency in French, good knowledge of English, Portuguese and Spanish.
