The Central African Power Pool in cigle (PEAC) , a specialized institution of the Economic Community of Central African States (ECCAS) is looking for a qualified Head of Administrative and Financial Department for its headquarters in Brazzaville in the Republic of Congo. and experienced meeting the conditions and criteria below:
Missions, functions and responsibilities
Under the responsibility of the permanent secretary, the main missions of the Head of Administrative and Financial Department are as follows:
- Assist the Permanent Secretary in the development and negotiation of contracts, memorandums of understanding, financial agreements and contracts in all administrative and financial matters
- Ensure the maintenance and monitoring of the schedule of activities of the CAPP bodies and the permanent secretariat
- Organize and prepare the meetings of the various CAPP decision-making bodies
- Ensure the preparation of files and documents related to the various meetings
- Ensure the administration of the PEAC
- Ensure the application of administrative, financial and accounting procedures
- Ensure the work of developing and monitoring the execution of budgets
- Ensure the financial and accounting management of the CAPP
- Certify invoices and similar as well as statements
- Propose and record payment documents with the permanent secretary
- Ensure the management of CAPP staff
- Supervise the management of activities and documentation
Job classification and remuneration
The position of Head of Administrative Department is classified in group 1 of the CAPP permanent secretariat staff categories, which includes international management staff, in accordance with the statutes of the CAPP permanent secretariat. It confers the status of expatriate and the benefit of the rights as well as the advantages granted by Headquarters Agreement, the laws and regulations of the CAPP headquarters country. Remuneration will be in accordance with the salary grid in effect at the time of hiring.
Type of Contract
In compliance with the texts in force, a fixed-term contract will be concluded with the permanent secretariat of the CAPP for a term of 04 years renewable only once.
Profile of applicants: qualification, experience and other qualities
- Be a national of a member state of the Economic Community of Central African States (ECCAS) without distinction of origin, creed or sex
- Hold a higher education diploma, minimum bac+4 in the fields of management, economics and finance
- Proof of professional experience of at least 10 years in the electricity sector, in functions involving responsibilities in administrative and financial management, team leadership, cooperation and negotiation with technical and financial partners power sector or other regional and international institutions
- Master the OHADA accounting system and the processes of financial management of projects
- Be of good moral character and aged 55 years maximum.
- Have good negotiation and communication skills
- Have the ability to work in a multicultural environment
- International experience will be a plus
- Have an excellent command of French which is the working language of PEAC. A good practice of English is recommended. Knowledge of Spanish and Portuguese will be a significant asset

Selection
The candidate will be selected by means of a written test and a personalized interview after a first stage of pre-selection of files.
Travel and accommodation expenses in Brazaville, inherent to the written test and the interview, will be borne by the applicants.
