SUMMARY OF JOB DUTIES
The socio-political crisis in the North West and South West of Cameroon has forced hundreds of thousands of young people to flee their communities to seek refuge in the neighboring Littoral and West regions. These internal migrations constitute sources of sometimes violent conflicts in places and generate a situation of non-enjoyment of basic rights on the part of the internally displaced persons in the host communities.
Faced with this situation, the project entitled “Strengthening of sustainable peaceful coexistence and the empowerment of displaced young people in the communes of the West and Littoral regions of Cameroon” intends to contribute to a better integration of the said young people in the communes of reception of the Littoral regions (municipalities of Douala 4th, Manjo, Melong and Nkongsamba 1st) and the West (municipalities of Babadjou, Bafoussam 1st, Mbouda and Santchou) in order to establish a culture of lasting peace. It specifically aims to strengthen peaceful coexistence between young men and women displaced (JHFD) and young people from host communities in these areas.
As part of the effective and successful implementation of the project “Strengthening of sustainable peaceful coexistence and the empowerment of displaced youth in the communes of the West and Littoral regions of Cameroon” financed by the Special Fund of the Secretary General of the United Nations for the Consolidation of Peace (PBF) and implemented jointly by the UNESCO Regional Office for Central Africa and the OIM Office in Yaoundé, it is planned to recruit four (04) community mobilizers including two (02) based in the West region and the other two (02) in the Littoral region. They are, each in his/her own capacity, responsible for monitoring project activities.
Under the general authority of the Director of the UNESCO Regional Office for Central Africa in Yaoundé, the direct supervision of the Regional Adviser for Communication and Information in collaboration with the Coordinator of the project “Strengthening of sustainable Pacific coexistence and empowerment of displaced young people in the communes of the West and Littoral regions of Cameroon” in Yaoundé, the job holder will have to:
Support the project team in the supervision and control of the implementation of activities of the project in the communes of Bafoussam 1er and Santchou;
Participate in the design and implementation of local and mass awareness campaigns on living together and the communal services available;
Participation in the design and writing of communal editorials to ensure fair access to information for internally displaced persons;
Supervise the activities of junior community mobilizers in the communes of Bafoussam 1er and Santchou;
Facilitate access and participation in activities for women, young people and other identified vulnerable groups;
Maintain transparent communication on the issues and objectives of the various components of the project;
Communicate regularly with community groups and other local actors in a proactive manner;
Act as liaison between junior mobilizers and the joint project management team;
In particular, ensure the quality control of the implementation of project activities by the Implementing Partner;
Monitor service provider contracts;
Support in the preparation, organization and realization of meetings, workshops/seminars and other animation/awareness activities within the framework of the project;
Guarantee the security and confidentiality of the data and information collected;
Contribute to the timely production of project activity reports;
Strictly adhere to the principles of “zero tolerance for sexual exploitation and abuse”, and the policy of “do no harm” throughout the implementation of the project;
Perform other duties and responsibilities as assigned by supervisors (UNESCO and IOM).

REQUIRED QUALIFICATIONS
Education
Higher education (Bachelor) with qualification in social sciences, international relations would be an asset, or any other related field.
Professional experience
Experience in the field of peacebuilding or conflict resolution;
Experience in mobilizing, sensitizing, communicating and informing community groups;
Work supervision and report writing;
Knowledge of the Cameroonian anthropological context and mainly of the departments of Mifi and Menoua in the West region and respect for local sensitivities;
Resident or at least five (05) years of work experience in the municipalities of Bafoussam 1er and/or Santchou would be an asset.
Skills and Competencies
Skills in writing, communication, community engagement, pacification/mediation and sense of organization and coordination;
Knowledge of different software and tools used for correspondence, reports, charts, presentations, websites, etc. such as Outlook, Word, Excel, Power Point, Typo3, etc.;
Ability to work in a team and take initiative and provide quality support and services in a timely manner;
Discretion and good ability to deal effectively and tactfully with people from different cultural backgrounds;
Flexibility to adjust work schedules and priorities;
Good capacity for analysis and adaptation, dynamism, spirit of initiative, discretion and maturity of judgment;
Have a good ability to work in a team and under pressure.
Languages
Excellent knowledge of French and/or English and have a very good knowledge of the other language;
Excellent knowledge of at least one of the local languages of the community.
DESIRED QUALIFICATIONS
Education
A technical or professional qualification in project management would be an asset.
Professional Experience
Good knowledge of the United Nations System and its functioning, in particular the rules and procedures of UNESCO;
Average knowledge of project management.
