The International NGO is looking for 48 CBT/DGV Activity Supervisors as part of its projects .

Missions and Responsibilities

Main objective

Under the supervision of the Deputy Project Manager, the activity supervisor will have the task of coordinating the organization and implementation of all activities related to the general distribution of food on the one hand and on the other hand those related to cash transfers from his assigned department. He/she will ensure that training and capacity building needs of field staff are addressed in a timely manner

Responsibilities

1. Coordination and external representation

  • Ensure a good understanding of the various INTERSOS activities and establish good relations with all project stakeholders in the areas of intervention under the supervision of the Deputy Project Manager;
  • Under the supervision of the Deputy Project Manager, ensure a regular and active presence at technical and general meetings at the local level (in all localities where the project is implemented);
  • Ensure the collection and quality of information shared under the control of the Deputy Project Manager;
  • Under the supervision of the Deputy Project Manager and following the communication charter, ensure effective and timely communication with WFP staff on field operations.

Monitoring and follow-up

  • Contributes to the development of activity work plans and program updates/reports.
  • Plans and monitors the implementation of food assistance interventions in kind and in cash via cash transfers;
  • In relation to the Deputy Project Manager, participates in the development of the operational strategy for all field work, including community mobilization;
  • Coordinates payment procedures, including documentation and reporting to ensure accountability to donor and organization;
  • With the support of the Deputy Project Manager, ensures the administrative compliance of the activities with the authorities at the operational level and organizes the appropriate follow-up of any pending or ongoing issues;
  • With the support of the Deputy Project Manager, ensures compliance of activities with the various departments (finance, security, logistics and MEAL) and monitors any ongoing processes in this regard.
  • Ensures the proper use of validated technical tools and, if the context requires it, proposes their modification or the implementation of new tools.

Implementation of CBT and In-Kind activities

  • Propose a distribution schedule and related activities and organize the awareness of the various stakeholders in the operation (committees, authorities and beneficiaries);
  • Guarantee the availability and compliance with the standards set by PAM of the distribution equipment and report what is missing for a possible complement;
  • Organize with field monitors/agents the reception of food, the organization in dedicated stores and the completion of reception forms according to WFP standards;
  • Organize pre- and post-distribution meetings with retailers, distribution and complaints management committees; 
  • Plan transport and storage at distribution sites;
  • Checks whether the quantities will be sufficient to cover the entire population before distribution; 
  • Set up and train distribution committees according to the needs identified during their delivery in collaboration with other partners;
  • Coordinate payment procedures, including documentation and reporting to ensure accountability to donor and organization.

Human Resource Management 

  • Control, empower and evaluate the performance of the entire project team under his direct supervision;
  • With the support of the Deputy Project Manager, define the terms of reference for community mobilizers, supervise their monitoring by field agents;
  • Clarify roles, assign clear tasks/responsibilities and establish work plans and roadmaps for each team member under their direct supervision;
  • Ensure clear delegation of responsibilities and empower team members under his/her supervision;
  • Relay HR issues raised by the teams to the Project Manager.

Data managment 

  • In collaboration with the M&E team, facilitate the collection and compilation of data from the various indicators;
  • Ensure that the quality of the data collected is properly processed before submission to the Project Manager;
  • Ensure that the filing system is respected. That it respects the internal regulations and those of the donors and that the classification is regularly maintained.

2. Reporting 

  • Contribute to the establishment of effective program reporting, monitoring and evaluation systems, for internal and external use, in coordination with other program staff;
  • Provide information on all activities as requested by the project manager or M&E team;
  • Provide daily and weekly reports from the field, reporting on the progress of activities, lessons learned and program successes following the WFP format;
  • Check the consistency and quality of the information provided by the teams and ensure its compilation and validation by the Deputy Project Manager;
  • Participate in donor reports and preparation of new proposals.

Analysis and strategy 

  • Analyze the weak points and strong points of the project through impact surveys and monitoring visits
  • Analyze the operational context, identify funding opportunities and the various risks for the project and the organization
  • Participate in the development of new proposals.

3. Accountability 

  • In collaboration with the accountability focal point, ensure that all accountability tools are implemented at all stages of the project and ensure their optimal functioning.
  • Engages teams and actively reports instances of fraud or abuse, including SEA cases found by teams or partners, liaising with the PSEA Focal Point.
  • By keeping a register, ensures that the opinions and suggestions of beneficiaries on project activities are taken into account.

Job Requirements
Education Qualification: Agronomist

  • Agronomist profile: engineering degree (Bac+5) in agronomy and/or rural development or any other related scientific field.

Experience 

  • Minimum of 2 years of experience in a humanitarian context, in an association, NGO or INGO, with at least 2 years of field work experience in a humanitarian crisis context.
  • Work experience consistent with WFP food assistance modalities in a similar context. 
  • Team management experience of at least 1 year; any relevant experience at a similar level of responsibility would be an asset.

Language

  •  Proficiency in formal written and oral French
  • Strong writing and communication skills
  • Proficiency in a local vernacular language required (Fufuldé, Mafa, Mandara or Choa Arabic), proficiency in several would be an asset

Knowledge/Skills/Attitudes 

 Computers: Advanced knowledge of:

  • Basic humanitarian GIS tools (OpenStreetMaps, Google Earth and Google Custom maps) ▪ Common web browsers (Google Chrome, Microsoft Edge, Mozilla Firefox)
  • Web-based consumer chat and conferencing tools/platforms (Skype, Teams, Zoom and WebEx)
  • Web 2.0 tools (cloud storage, webmail and others)
