ABOUT THE CENC
The National Episcopal Conference of Cameroon (CENC) is the seat of the Catholic Church in Cameroon, where the promotion of human dignity is at the center of the concerns of the Sustainable Development Goals. The CENC works to ensure the dignity of the human being, the common good, the subsidiarity and the solidarity of all humans. The development work of the CENC in Cameroon is accomplished through access to quality education, health, the promotion of the commitment of the faithful to the reduction of inequalities and the empowerment of vulnerable groups.
SUMMARY OF THE CoSMO PROJECT
The 5-year, approximately US$33 million Consolidating Systems and Services for the Management of Orphans and Vulnerable Children (COSMO) project is funded by the President’s Emergency Plan for AIDS Relief ( PEPFAR) through the United States Agency for International Development (USAID). It will cover at least 68 health districts in the 10 regions of Cameroon. The program will be implemented by a consortium of local organizations led by the National Episcopal Conference of Cameroon (CENC) from January 1, 2023.
The OVC (Orphans and Vulnerable Children) program addresses the challenges of the sustainable care of OVC by strengthening the capacities of the Government of the Republic of Cameroon (CRC), civil society, communities and households to provide care and quality support to children infected and affected by HIV in Cameroon. Under the leadership of CENC, sub-recipient partners, the Government of Cameroon and other stakeholders will work collaboratively to reach approximately 65,000 OVC and their families in health districts across the country with high HIV burden. TERMS OF REFERENCE
Job Summary
Under the direct supervision of the Human Resources Manager and by extension, the Operations Manager of the CoSMO project, the Human Resources Assistant will be responsible for matters relating to the human resources of the CoSMO project.
Staff recruitment, integration, training and evaluation

- Participate in the preparation of recruitment notices.
- Publish recruitment notices
- Save applications and share them with technical teams
- Invite candidates for selection tests.
- Prepare and monitor the validation of recruitment reports.
- Perform pre-employment checks on candidates (checking professional references, anti-terrorism checks, etc.
- Contact the candidates and propose the job offer.
- Develop and monitor the integration schedule for new recruits.
- Transmit the documentation useful for the integration of the new recruit
- Follow the different stages of recruitment and document them.
- Maintain recruitment records.
- Prepare documentation for staff appraisal and staff training
- Participate in the staff evaluation process
- Participate in the staff training process
Administrative management of personnel, conflicts and social relations
- Prepare employment contracts and register them with MINEFOP.
- Carry out the formalities for hiring new recruits.
- Process leave and absence requests.
- Register new recruits with the CNPS (pre-registration, Registration.
- Develop staff maternity leave documentation. Prepare all correspondence relating to personnel during the term of their contract.
- Prepare and follow the documentation relating to the end of the staff contract (end of contract letter, work certificate, exit interview form, checklist etc…)
- Carry out the termination of staff activity with the CNPS.
- Make requests for incorporation, withdrawal in the health insurance policy.
- Assist staff with health insurance concerns.
- Follow the files relating to the health insurance of the personnel.
- Send the HR documents of the staffs in the zones and follow the files sent until their return.
- Collect records from staff for physical and electronic archiving.
Maintain personnel files.
- Prepare staff mission orders.
- Assist staff with HR issues.
Participate in conflict management.
- Be the focal point of the project for the management of social relations with MINEFOP, CNPS, Labor Inspection and any other partner institution.
Payroll management and declarations

- Ensure the monthly production of timesheets by staff and analyze them.
- Prepare payroll items.
- Process payroll and monitor its validation.
- Print the payroll file for each month (status, slips and payroll…).
- Make payslips available to staff.
- Proceed to the declaration of social security contributions. Maintain payroll records.
MINIMUM QUALIFICATIONS
- Bachelor’s degree in Human Resources Management or any other related discipline. A master’s degree would be a plus.
- Minimum of 03 years of professional experience in human resources, preferably within an NGO.
- Experience in USAID / PEPFAR projects.
- Proficiency in Excel and experience with Word
- Good knowledge of the Cameroonian legal system in terms of labor law.
